The 15th session of the Working Group on Trafficking in Persons (6–7 October 2025) and the 12th session of the Working Group on the Smuggling of Migrants (9–10 October 2025) were held in Vienna under the UN Convention against Transnational Organized Crime. The Sovereign Order of Malta participated through its Permanent Observer Mission, with the active involvement of H.E. Michel Veuthey, Ambassador to monitor and combat trafficking in persons, highlighting the Order’s humanitarian commitment to protection and prevention.

The session human trafficking highlighted the increasing complexity of trafficking cases and stressed the urgent need to strengthen digital capabilities, enhance financial intelligence, and promote cross-border cooperation. It suggested that the Sovereign Order of Malta could engage in partnerships aimed at developing forensic expertise and providing long-term assistance to victims, especially in areas affected by online scam-related trafficking. The focus on crypto-tracing and artificial intelligence also presents new opportunities for collaboration with financial and technology sectors. These priorities are fully consistent with the Order’s humanitarian mission, offering concrete ways to contribute to both prevention and protection initiatives.

While the session on smuggling of migrants emphasized the importance of a coordinated and rights-based approach to addressing migrant smuggling. It suggested that the Sovereign Order of Malta could strengthen its humanitarian presence in transit areas and expand its support for legal assistance and shelter programs for smuggled migrants. The focus on digital disruption and the harmonization of legislation also points to opportunities for collaboration with civil society, legal professionals, and technology partners. Through its involvement in both preventive and protective actions, the Order can contribute to ensuring that efforts to combat migrant smuggling respect human dignity and uphold international legal principles.
